The research project PALETTEV2 - Participative Activity and Learning Environment offering Targeted ICT Tools for the Elderly ( brings the focus and proposes solutions for one of the current concerning issues: accelerating the aging process at global level and increasing the rate of elder population to the total population.

The project PALETTEV2 aims at improving the quality of life for the population aged 55 to 70 , by developing an environment of participative activities and of an ITC platform dedicated to the elderly.

Europe, as  whole, has to adjust itself to a new reality where one estimated that , by 2060, 1 in 3 persons will be over 65 years old, while more than 1 in 10 will be over 80y-o.

In 2013, UE has reached its target, namely that a percentage of 50% of those aged 55-64 yo should be employed. The age’s particularities make that 21.6% of the elderly workers in Europe shall develop independent activities, while 22% of them work part-time. In Romania, the number of persons over 55 years old represents more than a quarter of the country’s population is exceeding the 5.5 million thresholds.

Given the particularities of the elderly population, the project is provides a platform easy to use for communication and informing, conceived for the persons who do not have much experience in the field of computers and internet. The users will be able to communicate to the system and to share with other users elements such as: their contact details, jobs, hobbies, their preferred sports activities, holiday options.

The system will store this data in each user’s personal profile and will make possible interactions between the system’s users according to their preferences, without affecting the confidentiality of personal data.

Given that the platform developed by SIVECO Romania facilitates the access to numerous multimedia materials, the users’ interest for its use is increasing.

The system is searching for similar profiles, but also activities and services related to the user’s interest and launches customized notifications. For example, the persons seeking for volunteers or professionals may find or may receive information on experienced senior persons, retired people who are willing to offer their skills and expertise. Another example: a lady requesting help for gardening may get advice from horticulture engineers. The users of PaletteV2 system can find out and can join a group of seniors who are planning a day out in a certain town, following a system notification.

The project’s research and development activity runs for 30 months, developed in the period 01.04.2016 - 30.09.2018.
The project is funded through the AAL-programme (Active and Assisted Living).
The project will be implemented by partners having complementary expertise, from five countries: Romania, Switzerland, Netherlands, Slovenia and Poland.
The project Coordinator is University Hospitals of Geneva from Switzerland, providing primary care services, secondary and tertiary and outpatient medical care, specialized also in the area of research projects.

Also in the field of research are activating the organizations Stichting Reflexion, VILANS, Stichting Smart Homes, and Kempen LIFE from Netherlands and Instytut Chemii Biooganicznej PAN, represented by Poznan Supercomputing and Networking Center (PSNC) in Poland.

The two Romanian organizations involved in the project are:  SIVECO Romania, the only large size company in this consortium and Bucharest University, specialized in research projects. The SME expertise in the project is provided by The Prava poteza Institute from Slovenia.
